The VAUDE TSA II combined lock will allow you to lock your panniers directly on the luggage rack and thus leave the panniers on the bike when you are away.
The number combination can be reset as many times as you want. This system is recognized by the TSA (Transportation Security Administration) which allows airport staff to inspect and relock the bag without damaging the padlock.
